The research questions addressed were; 1) What is the importance of the housing legal instruments that support housing development in Uganda? 2) What is the importance of physical planning in helping housing development in Uganda? 3) Who are the key players in the housing sector in Uganda? The study concluded that housing (accommodation of people) is a basic human need only next to food and clothing that highly requires functional housing policy instruments.
