Analysis of the Gaps and Vulnerabilities in the Fight Against Terrorism in the Ecowas Region :

Abstract

Evidently, terrorism has become a global concern, with the West African region, particularly Mali, facing significant challenges in effectively countering this menace. This dissertation, therefore conducted an in-depth analysis of the gaps and vulnerabilities in the fight against terrorism in the Economic Community of West African States (ECOWAS) region, with a specific focus on Mali. The study employed a qualitative research approach using a phenomenological design, and its focus was on exploring and understanding the subjective experiences of individuals regarding the terrorism phenomenon. Primary data was collected through interviews with key informants, including government officials, security forces, intelligence agencies, academicians, journalists and local communities affected by terrorism as well as deradicalised or rehabilitated extremists. The research began by examining the historical context of terrorism in Mali, including the emergence of various terrorist groups and their activities. It then identifies the existing gaps and vulnerabilities in the counter-terrorism efforts of the ECOWAS region, focusing on Mali's specific challenges. The analysis encompassed factors such as inadequate intelligence sharing, limited resources, weak border control, and the influence of transnational criminal networks. Based on the identified gaps and vulnerabilities, this dissertation recommended strategies to effectively counter terrorism in Mali. These strategies in inter alia encompass both short-term and long-term measures, including enhancing intelligence cooperation among ECOWAS member states, strengthening border security, improving the capacity of security forces, engaging local communities in counter-terrorism efforts, and addressing the root causes of terrorism through socio-economic development initiatives.
